Whether Great Britain would not be en- titled to insist on the renunciation by the Chinese Government of the inflic tion of cruelties repugnant to humanity ou Chinese criminals surrendered under the 21st Article of the Treaty of Tientsin, which provides for the general surrender of Chinese criminals, and, failing to obtain this, to refuse alto- gether to give effect to that Article.

Respecting the grant of a British register to the "Kate Gregg," built in England and sold during the late civil war to a resident of Charleston, and there regis- tered under the flag of the Confederate Government.

Issue of fresh Letters l'atent conferring upon the Governor of Hong Kong the power of pardoning offenders convicted in the Consular Courts in China.

Proposed legislation for subjecting to banishment from the Colony escaped convicts or convicts who have en- tirely served out their sentences, or are at large under tickets-of-leave, who have immigrated from the conterminous French Colony of Cayenne.

Application of Mesars. Dean and Eley for copies of certain documents connected with the case of Mr. G. W. Gordon, executed for participation in the recent rebellion.

Doubts as to the power of the local magis- trates to adjudicate upon casualties at sea which have occurred beyond the territorial limits of the Colony, and to suspend or cancel certificates under the Merchant Shipping Amendment Act of 1862.

Surrender to the Chinese authorities of the pirate Ho-yu-teen. (See No. 870.)
