Temple, September 6, 1862. MY LORD,

We are honoured with your Lordship's commands, signified in Mr. Layard's letter of the 20th ultimo, stating that he was directed by your Lordship to transmit us a letter from the Colonial Office, enclosing a copy of a Despatch from the Governor of the Bahamas, stating the circumstances uuder which the British vessel "Herald ” was chased and fired upon by the United States ship “ Adirondac," off Nassau.

Mr. Layard was also pleased to state that he enclosed a Despatch from Her Majesty's Chargé d'Affaires at Washington on the subject, and that he was directed by your Lordship to request that we would take these papers into our consideration, and furnish your Lordship with our opinion thereupon.

We are also honoured with your Lordship's commands, signified in Mr. Layard's letter of the 28th ultimo, stating that with reference to his letter of the 20th August, he was directed by your Lordship to transmit to us a further Despatch from Her Majesty's Chargé d'Affaires at Washington respecting the case of the " Herald.”

In obedience to your Lordship's commands, we have taken these papers into our consideration, and have the honour to

That the letter of Mr. Seward to the Secretary of the Navy appears to us quite satisfactory upon this subject. That it is not clear that any intentional violation of Adirondac," that if the international law has been committed by the Captain of the " alleged violation had been committed the Despatch of Mr. Seward contains all the apology that can reasonably be required.
