JAMAICA.
By the Island Act, 16 Vict., cap. 12, it is declared that no Letters-Patent obtained in England or elsewhere, shall be valid until declared so by an Act of the Legislature of this island, and that Act must be sought for by petition; and I take leave to refer you especially to the 23rd, 24th, 25th, 28th, 29th, and 30th Rules of the Legislative Council, regulating the mode of proceeding at that Board upon applications for private Bills, to which class those granting Patents beloug.
The fees payable on a single private Bill to the officers of the Legislature, that is, the Assembly and Council, amount to 551. 18., but where there is more than one object they are double and treble, but no more; and in addition to this there would be the fees and expenses in the lawyer's office for preparing the necessary documents, and these would depend on the length and intricacy of them.

As also by the Trustees named in

having been sent thereto from the House of Assembly, the Board shall be fully informed, by petition, of the rights of parties to be affected by it.
25. That such petition shall be signed by the parties who are suitors for the Bill, and by those who consent thereto, or by their legal representa- tives.
26. That every such petition shall be signed by
the Bill, and that they accept the trustee or trustees named in the Bill, or by his

or their legal representative or representatives, and shall state therein that such trustee or trustees accept the trust.
27. That in case the estate or interest of any femme coverte is to be affected by such Bill, her ~; consent thereto shall be given in the same manner it would have been given on the execution of any deed by such femme coverte, and a certificate of the Judge by whom such consent has been taken shall be annexed to the petition.
28. That the member presenting a petition shall furnish the Board with a list of witnesses, whom it may be necessary to examine in relation to such Bill, and such witnesses shall be sworn at the bar of the Board, in order to be examined by the Com- mittee.
29. That when any Bill shall be brought into the Legislative Council, or has been sent thereto by the House of Assembly, for confirming or granting of Letters-Patent, either such Letters-Patent, or a distinct specification of the objects of the Patent sought to be obtained, shall be first duly recorded in the office of the Secretary of this Island, and either the originals, or certified copies thereof, be pro- duced to the Committee to whom such Bill may stand referred.
30. That before any private Bill, as aforesaid, be read a second time at the Legislative Council, it shall be referred to a Select Committee of the Board, whose duty it shall be to inquire into the necessity and propriety of such a Bill, and after the necessary examination thereof, to report to the
