1. That the said land which has been so taken for a public purpose consists of a square area of 7 acres 3 roods 22 poles, situate in the district of Gaylang, and is bounded on the eastward, westward, and northward by the adjoining lands of the said Thomas Dunman, and southward by the sea-beach, measuring on the northward and southward 750 feet each side, and on the eastward and westward 450 feet each side, and is correctly delineated in the plan hereto annexed and signed by us, and therein marked "Plot of Land acquired for a battery."

2. That the said land contains 435 cocoanut trees in full bearing, 4 cocoanut trees just come into bearing, and 6 cocoanut trees not yet in bearing, and a bungalow.

3. That the value of the freehold inheritance of and in the said land, trees, and building thereon in fee simple, in possession free from incumbrances, is the sum of 15,000 dollars.

4. That the said Thomas Dunman is interested in the said land, trees, and building thereon as the absolute proprietor of the freehold inheritance of and in the same in fee simple, in possession free from incumbrances, and is entitled to the whole of the said sum of 15,000 dollars as compensation for the same being so taken away from him for a public purpose.

5. That the said Thomas Dunman is also the proprietor of the freehold inheritance in fee simple free from incumbrances of and in the land adjoining the said land so taken on its eastward, westward, and northward sides, and held by him with the said land so taken, but that he has sustained and will sustain no damage to the said adjoining land by reason of the taking of the said land so taken for a public purpose, and that no compensation for any damage to the said adjoining land has been allowed or included in the said sum of 15,000 dollars,

6. That the said land so taken for a public purpose is a portion of a larger piece of land comprised in deed of Government Grant No. 91, dated the 14th day of September, 1869, and made by his Excellency the Governor and Commander-in-chief of the Straits Settlements on behalf of Her Majesty the Queen, whereby the said larger piece of land was granted to the said Thomas Dunman in fee simple, and that no revenue whatever is payable to Government in respect thereof.

7. That the said Thomas Dunman's costs of the arbitration amount to the sum of 67 dollars, and that the whole thereof (as well as the Arbitrators' fees and other costs of the arbitration, and the costs of the award which have not been included herein) have been incurred for the purpose of determining the amount of compensation to be allowed for the land so taken as aforesaid, and that all such costs are payable by and chargeable to the Government, inasmuch as the amount of compensation offered by the said Collector to the said Charles Edwin Crane for the said land so taken was less than the sum hereby awarded for compensation therefor.

In witness whereof the said Arbitrators have hereto set their hands this 19th day of April, 1879.

you that the amount of the award assigned as compensation by the Arbitrators appointed in the matter is 15,067 dollars. In addition to this sum 400 dollars has been granted as fees to Arbitrators, 132 dols. 95 c. for engrossing and other expenses, and 162 dols. 81 c. interest at 6 per cent. allowed on the award from 1st March to 5th May, 1879.

The sum of 67 dollars in the award was allowed by the Arbitrators for expenses incurred by Mr. Dunman, the proprietor, in certain investigations conducted for the purpose of proving that the sea is not making rapid encroachments on the portion of land in question.

The whole of these sums have been paid to the persons entitled to receive them, amounting in all to 15,762 dols. 76 c.

by Government for the resumption of certain land at Tanjong Katong, on which to con- struct a battery in connection with the defence works of Singapore.

In reply, am desired by his Excellency the Administrator to forward, for your information, the inclosed extract from the proceedings of the Executive Council of the 2nd instant, and to invite you to offer any explanations you may think proper in regard to the amount of the award.

IN reply to Mr. Meade's letter of the 10th instant, respecting a proposed further expenditure of 2,7001. upon the works of defence at Singapore, am directed by the Lords Commissioners of Her Majesty's Treasury to state, for the information of Secretary Sir Michael Hicks Beach, that my Lords cannot but regard the position of matters as most unsatisfactory, and that, as the sole urgency which can be pleaded for throwing a present undivided charge on the Imperial Government is the preservation of the work already commenced, my Lords request that their assent be taken to be as strictly as possible con- fined to the minimum amount of expenditure which will provide for this limited object, until such time as the Colony's share of the cost can, with all practicable despatch, be
