Further Correspondence respecting Colonial Defences.

I HAVE the honour to transmit herewith a copy of an approved Report of a Com- mittee of the Privy Council which contains an expression of the views of my Government on a memorandum prepared by Lieutenant-General Sir E. Selby Smyth, K.C.M.G., com- manding the militia, suggesting the expediency of passing an Act through the Dominion Legislature to make better provision for the naval defence of the Dominion.

Report of a Committee of the Honourable the Privy Council for Canada, approved by his Excellency the Governor-General in Council, on the 16th May, 1879.
THE Committee of Coupcil have had before them a Report, dated 25th March, 1879, from the Honourable the Minister of Militia and Defence, to whom has been referred a Memorandum, written by command of your Excellency, accompanying a letter from Lieutenant-General Sir Edward Selby Smyth, commanding the militia, dated 1st February, 1879, on the expediency of passing "an Act through the Dominion Legislature in pursuance of the 3rd section of the Colonial Naval Defence Act of 1865.”
The Minister states that while recognizing the desirability of ultimately having one or more training ships in the service of the Dominion with the view of creating a reserve naval force, he is, however, of opinion that the present state of the finances of the country does not render this an opportune moment for bringing the subject before Parliament.

He recommends that in the meantime no action be taken so far as regards the defence aspect of the question. He has no doubt that when the finances of the Dominion will warrant the expenditure the importance of the recommendation of the Lieutenant-General will ensure for the subject the most careful consideration, and that it is not likely that there will be any difficulty in procuring suitable ships from Her Majesty's navy at any future time. He further recommends that a copy of the papers referred to him be sent to the Local Governments of the provinces. as it is possible that one or more of those Governments may be disposed and ready to take up the subject in its educational
aspect.
The Committee submit the foregoing Report for your Excellency's approval, and advise that copies of the papers be transmitted by the Secretary of State to the Provincial Governments, as recommended.
