Government House, Singapore, June 4, 1875. IN reply to your Lordship's despatch No. 69, dated April 27, 1875, I have the honour to inform your Lordship that, before his departure from these Settlements, my predecessor had prepared a despatch in reply to No. 28, dated 6th February, 1874. The delay which had taken place in communicating with your Lordship on the subject was caused by the necessity of collecting information from various quarters before a Report on

the system of penal dict could be submitted.

2. Reports were obtained from Ceylon and Hong Kong on the working of the system

in those Colonies, from the Visiting Justices at Singapore, and, lastly, from the Principal Civil Medical Officer here, forwarding the result of observations which had been made by him in Singapore Prison, and expressing bis opinion that the penal diet does not in any way act prejudicially on the health of those subject to it.

Looking to the concurrent testimony to the same effect which had been received from Ceylon and Hong Kong, there appeared to be no reason for interferfering with the present low scale of food for prisoners under sentence of rigorous imprisonment.

3. On this proposed despatch, however, which had been actually signed by my predecessor, I find a remark, dated March 25, 1875, that this despatch had better be allowed to stand over, pending the Report of a Committee of Inquiry, which had been appointed here to consider the question of prison discipline and management, with reference to the late outbreak in the criminal gaol.. I also find a further note by Sir A. Clarke, dated 7th May, that there was every reason to believe that the enforcement of this diet was the real cause of the disturbances.

The Committee have not yet concluded their labours, and, pending the receipt of
