Downing Street, April 19, 1879. I AM directed by the Secretary of State for the Colonies to acknowledge the receipt of your Secret and Confidential letter of the 9th instant, inclosing a summary of the reports and recommendations made by the Colonial Defence Committee since their nomination, and requesting further instructions as to their future proceedings.

2. Sir Michael Hicks Beach desires me to take this opportunity of expressing his sense of the good service rendered by the Colonial Defence Committee during an emer gency which has now happily terminated, and of the able and valuable assistance given by its members to the Secretary of State in the consideration of the many urgent and important questions upon which their advice and opinion were invited.

3. With regard to future proceedings, I am to state that Her Majesty's Government contemplate the reappointment of the Committee in another shape, respecting which Sir Michael Hicks Beach trusts that he will be in a position to communicate further with you at no distant date.

2. In reply, I am to state that Sir Michael Hicks Beach fully concurs in the observations of the Committee as to the valuable services rendered by Captain Jekyll.

I AM requested by the Colonial Defence Committee to acknowledge the receipt of your letter of the 19th instant, and to state, for the information of the Secretary of State for the Colonies, that the Committee met this day for the last time, and dissolved on separating,

1 I shall inform the Lords Commissioners of the Admiralty of the termination of the Committee's proceedings; and General Sir Lintorn Simmons will similarly inform the Secretary of State for War.

of your Confidential letter of the 19th April,‡ relative to the proposed appointment of a local Committee in Hong Kong to consider the question of enlistment of auxiliary forces to supplement the regular garrison of that place."

2. In reply, I am to transmit to you a copy of a despatch§ which Sir Michael Hicka Beach proposes, with the concurrence of Secretary Colonel Stanley, to address to the Governor of Hong Kong, instructing him to appoint a Committee to consider and report on the question; and if Colonel Stanley concurs in the inclosed draft despatch, Sir Michael Hicks Beach would suggest that he should send a copy to the Officer Commanding in Hong Kong, for his information and guidance.
