Committee Room, Whitehall, March 5, 1878. A COMMITTEE having been appointed to consider the best means of affording defence to Colonial ports and harbours in the event of a sudden emergency, I have the honour to request information as to the number and descriptions of heavy guns now available which could be devoted to the purposes of Colonial defence, and also the number of Whitehead torpedoes which could be spared for the same service.

Surveyor-General's Department, War Office, March 11, 1878.
IN reply to your letter of the 5th instant, requesting information as to the number of heavy guns and Whitehead torpedoes available for Colonial defence, I am directed by Mr. Secretary Hardy to acquaint you that, as explained personally to the Committee, there are from thirty to forty 61-ton guns that might be thus appropriated, but that there are no other guns or any torpedoes available.
