account of violation of rights and privileges guaranteed to the island of Heligoland.
Forwarding a translation of a paper of remonstrance against the Coo- stitution by certain members of the so-called Burger Committee, with the Governor's observations.
Memorandum by the private secre- tary of the Duke of Buckingham and Chandos on his Grace's visit to the island in the "Enchantress ' to answer the petition in person.
Expressing gratitude for the per- sonal visit of his Grace, and re- marking that much good is likely to result therefrom. Forwarding another memorial from the persons whom the Duke of Buckingham and Chandos ad- dressed on board H.M.S. "En- chantress," and remarking that this is simply a repetition of the former so-called Burger Commit. tee's memorial. Also inclosing extract from the minutes of the proceedings of the Combined Court with reference thereto, and also a letter received from the signers of the present me morial.
Forwarding and reporting on a memorial from certain members of the Combined Court complain- ing of the Governor's mode of conducting the Government.
