Requesting that he will inform the above memorialists that their memorial has been received as well as of a copy of the address the Governor had communicated to them on the main points to which their memorial relates, and that his Grace concurs in the views expressed in that address.

Bemarking on the taxation difß- culties generally, and requesting that a sufficient coastguard may be stationed at Heligoland in order to induce the payment of the tax on the import of wine and spirits. And referring to other financial matters in con- nexion with the play-tables.

ARTICLES or CAPITULATION or HELIGOLAND IN 1807.

THE following Articles of Capitulation are agreed upon between Lord Viscount Falkland and Lieutenant C. J. d'Auvergne deputed by Vice Admiral Russell, Commander-in-Chief, &c., &c., on the part of the British Government, to arrange the terms of the surrender of the Island of Heligoland on the one part, and Major Zeske (in the service of His Danish Majesty), Commandant of the Island, upon the other.

ARTICLE 1.

Agreed.

The Island shall be delivered up to his Britannic Majesty's Arms, with all military

stores.

ARTICLE 2.

Not granted.

All military and public stores delivered up

with the Island are to be returned at the peace in the same manner as now de- livered up.

ARTICLE 3.

The administration of the King's revenues

Not granted; all money belonging to the

shall not be molested in their religious officers under Government.
