There is reason to believe that it is the intention of the Local Government to remove those prisoners whose capital sentences have been commutell to the Andaman Islands, and Lord Carnarvon would be glad if you will favour him with your opinion as to whether the Indian Act, under which such a removal of the prisoners might have been effected before the Straits Transfer Act, may be considered to be still in force, so as to legalize the course proposed.
