(Table B.)-RETURN showing the Number of Committals to Royal Gaol in 1872 and 1873 for Offences of a Slight Character.

32

I believe I have now touched upon every point upon which I am required to report, and I do not know that I can add anything more except to express my very deep anxiety that the question of the Reformatory and Industrial Schools should not he lost sight of.

It is utterly useless to endeavour to check crime in its full course, so long as nothing is done to arrest it in the commencement, and I look forward with great hope to the good which I am convinced will result from these two establishments.

(Signed) LIONEL M. FRASER, Inspector of Prisons.
