to serious objection, and I presume such strict control can scarcely be possible in the case of the prison of St. Mary. The evils of the contract system are made the subject of remark in the 71st page of the "Digest and Summary on Colonial Prisons 1867."

21. The Commissioners would do well to inquire as to the extent and working of this system in Jamaica.

22. It is stated that the dormitories of the small prison at Black River are not lighted nor sufficiently patrolled. It seems to me that in this prison the separation of the prisoners might easily be effected.

23. And the same remark applies to the prison at Montego Bay, where the average number of prisoners is stated to be nine, whilst there are five cells and six wards.

24. I have to request you to communicate a copy of this despatch to the Commissioners.
