I HAVE the honour to transmit to you herewith copy of a letter, with enclosures, or Natal to from the Right Reverend the Lord Bishop of Natal to myself, dated the 5th instant; copy Acting Lieut- of my letter referring the same to the Very Reverend the Dean of Pietermaritzburg, Bisset, dated Mr. Green, dated 12th instant; and that reverend gentleman's reply, dated the 14th instant; 5th Feb. 1866. and also the further observations of the Lord Bishop of Natal on the latter document. 2. Acting Lient. 2. You will perceive that, consequent on a letter from Mr. Green on behalf of the Gover Society for the Propagation of the Gospel, stopping the allowance granted to the Rev. Bet to the Mr. Tönnesen as a missionary, on the grounds set forth in his letter, and on the Dean Dean, dated becoming the medium to carry out the sentence of excommunication passed by the Bishop 12th instant of Cape Town on the Bishop of Natal, which sentence or judgment (including that of 3 The Very deprivation) has, by Her Majesty's Order in Council, been declared "null and void at to Acting law," and directing all persons concerned to take notice of this Her decision, and to governad themselves accordingly, the Lord Bishop of Natal submits that Mr. Green is not a fit 14th instant person, under these circumstances, to receive a grant from the Colonial Treasury as a 4. Mr. Green was appointed in February 1849 chaplain of the English Church at Bisset to Lord Pietermaritzburg," first, provisionally with a salary of 2004, and afterwards permanently Natal, dated at a salary of 100. per annum, which he still enjoys, and this appointment was 16th Feb. 1868. confirmed by the Secretary of State for the Colonies. On referring to the records it 5. Lord Bishop also appears that Mr. Green was granted a passage allowance to Natal, under the Colonial Acting Lient.- Regulations, as a clergyman of the Church of England.

4. I am aware it is desirable that Colonial Governors or officers administering a 19th Feb. Government should act on their own responsibility; nor would I refrain from such a course on the present occasion, were I satisfied that the matter would end here; but this religious controversy, already agitating the Colonies, will, I believe, extend to the whole of Christendom, and I therefore deem it right to transmit the whole of the accompanying papers for your consideration and advice in order to ensure uniformity of action in Her Majesty's Colonies.

5. You will not fail to observe that Mr. Green is supported in his proceedings by the Bishop of Cape Town, who claims jurisdiction as Metropolitan, while the Bishop of Natal claims obedience in his capacity of "ordinary," and both these dignitaries claim to exercise these conflicting powers under their respective Letters Patent.

1. I feel it to be my duty to lay before your Excellency the following facts.

2. In the year 1857 I appointed the Rev. James Green, M.A., then holding, as now, his office of a colonial chaplain, as a minister of the United Church of England and Ireland, to be Dean of my cathedral church in the city of Pietermaritzburg.

3. In the year 1803 the Bishop of Capetown, appointed by Her Majesty's Letters Patent Metro- politan Bishop within the Queen's dominions in South Africa, and acting, as he supposed, by virtue of that authority, claimed to sit in judgment upon me with reference to certain matters of doctrine, and pretended to deprive me of the office which I also hold under Her Majesty's Letters Patent,

Bishop of the United Church of England and Ireland in this Colony.
