said manors, messuages, lands, tenements and hereditaments whereof or wherein he or they shall have any estate or interest as aforesaid, in such manner as by license under the Great Seal of our Province of Nova Scotia he or they shall at any time be authorized for that purpose, and that he and his successors by and under the said name may prosecute, claim, plead, and be impleaded, defend and be defended, answer and be answered in all manner of courts of us, our heirs and successors, and elsewhere, in and upon all and singular causes, actions, suits, writs and demands, real personal and mixed, as well temporal as spiritual, and in all other things, causes and matters whatsoever, and that he and his successors shall and may for ever hereafter have and use a corporate seal, and the said seal from time to time at his and their will and pleasure to break, change, alter, or make new, as to him or them shall seem expedient: Moreover, we will and ordain by these presents that the Bishop of the said See of Nova Scotia, and his successors, shall be subject and subordinate to the Archi- episcopal See of the Province of Canterbury, and to the Most Reverend Father in God John Lord Archbishop of Canterbury, Primate of all England and Metropolitan, and his successors, in the same manner as any Bishop of any See within the Province of Canterbury in our kingdom of England is under the authority of the aforesaid Archiepiscopal See of Canterbury, and the Archbishop thereof, save and except in the matter of appeals from judgments, decrees, or sentences pronounced by the said Bishop of Nova Scotia or his successors, which we will shall not be made to the said Archbishop of Canterbury or to his courts, but to commis- sioners appointed by us or our successors in manner aforesaid: And to the end that all the matters and things aforesaid may have their due effect, we do hereby signify to the Most Reverend Father in Christ John Lord Archbishop of Canterbury, Primate of all England and Metropolitan, that we have erected and founded the aforesaid Episcopal See of Nova Scotia and have named and preferred our beloved Charles Inglis, Doctor in Divinity, to the said Bishopric, and have appointed him the Bishop and ordinary pastor thereof, requiring, and by the faith and love whereby he is bound unto us commanding him to consecrate the aforesaid Charles Inglis Bishop of Nova Scotia in manner accustomed, and diligently to do and perform all other things appertaining to his office in this behalf with effect: And further, to the end that all the other things aforesaid may be firmly holden and done, we will and grant to the aforesaid Charles Inglis that he shall have our Letters Patent under our Great Seal of Great Britain duly made and sealed, &c.

The LAW OFFICERS OF THE CROWN to the Right Hon. H. DUNDAS.

June 21, 1793.

IN dutiful obedience to His Majesty's commands signified to us in your letter dated Whitehall, 11th June, 1793, inclosing the draft of a warrant appointing Dr. Mountain to be Bishop of Quebec, and revoking so much of the Letters-Patent passed in the twenty-seventh of His present Majesty's reign, granting to the Bishop of Nova Scotia Ecclesiastical Jurisdiction within the province, as relates to the said province, and requiring us to report to you for His Majesty's information our opinion whether it is drawn in proper form, we have considered the same and are of opinion that it is drawn in proper form.

The LAW OFFIcers of the Crows to the Right Hon. H. DUNDAS,

July 16, 1793. IN humble obedience to His Majesty's commands signified to us by your letter of the 5th July instant, referring us to the Act of Parliament therein mentioned, and requiring our opinion for His Majesty's information whether His Majesty may, by instruments under the great seals of the provinces of Upper Canada and Lower Canada, grant to the Reverend Dr. Mountain, in such letter mentioned to have been appointed Bishop of Quebec, and to his successors to that See, the style and title of Lords Bishops of Quebec; and whether in such instruments it may not be inserted that the said Dr. Mountain and his successors to the said See shall be entitled to be summoned to the Legislative Council of the said provinces, by the style and title of the Lords Bishops of Quebec, and if we should be of opinion the same might be done, further requiring us to prepare for His Majesty's consideration the form of such an instrument or instruments as we shouk! think proper in that behalf; we humbly certify that we are of opinion that His Majesty may, by Letters-Patent under the great seals of the said provinces respectively, grant to the said Dr. Mountain and his successors Bishops of Quebec, the style and title of Lords Bishops of Quebec within each of the said provinces respectively; but we conceive His Majesty cannot grant that the said Dr. Mountain and his successors to the said See shall be summoned to the Legislative Councils of such provinces respectively, by such style and title, or by any other style and title; although we conceive His Majesty may, by instruments under his sign manual, authorise and direct the Governor, Lieutenant- Governor, or person administering the Government in each of the said provinces respectively, to summon the said Dr. Mountain to the said Legislative Councils respectively; and may in like manner authorise and direct his successors by name, after their respective appointments to be. Bishops of Quebec, to be summoned in like manner to the said Legislative Councils respectively; and may in such instruments under his sign manual direct that such Bishops respectively shall be summoned to such Councils by the style and tille of Lord Bishop of Quebec. We have prepared an instrument for the purpose of granting to the said Dr. Moun- tain and his successors the style and title of Lord Bishop of Quebec within the province of Lower Canada, which we think ought to pass
