any Objection or Question, or be held to be or to have been in any respect invalid by reason of any such Irregularity or Informality, as in the said Secetion is mentioned; and subject to this Proviso, namely, that nothing in this Section contained shall apply or give Validity to any Law or Provision which, if the same were enacted after the Commencement of this Act would be void or inoperative, no Law or Provision enacted or purporting to have been at any Time heretofore by the Legislature of any Franchised Colony shall be held to be in any respect invalid by reason of any Repugnancy to the Law of England, or by reason that the Enactment thereof was in excess of the Powers of the Legislature purport- ing to have enacted the same: Provided also, that nothing in this Act contained shall affect any Suit, Action, or other Proceeding which at the Time of the Commencement of this Act, shall have been already commenced and be still pending, or any Right or Liability in question. therein.
And with respect to Colonial Possessions not
being Franchised Colonies-
15. It shall be lawful for Her Majesty, within any such Colonial Possession, by any Order to be by Her made with the Advice of Her Privy Council, subject to the like Qualifications which are contained in Article the First of the Tenth Section of this Act, to make and establish all such Laws, Institutions, and Ordinances, and to con- stitute such Courts and Officers, and to make such Provisions and Regulations for the Pro- ceedings in such Courts, and for the Adminis- tration of Justice, as may bo necessary for the Peace, Order, and good Government of Her Majesty's Subjects and others within such Colony.
16. It shall be lawful for Her Majesty, by Letters Patent under the Great Seal of the United Kingdom, and subject to any Powers of Revocation

Revocation or other Conditions and Limitations which may be reserved by or contained in such Letters Patent, to constitute in and for any such Colonial Possession a Legislative Body, and to declare the Mode in which the Persons composing such Body shall be appointed or chosen, but so that the same shall consist of not less than Three Persons, of whom the Governor of such Colonial Possession shall be one, and to delegate to such Body all or any of the Powers and Authorities vested in Her Majesty in Council by the next preceding Section of this Act: Provided always, that it shall not be lawful for Her Majesty to exercise the Powers vested in Her by this present Section with reference to any Colonial Posses- sions so long as a duly constituted Legislature having Jurisdiction there shall be competent to act in any such Possession Provided always, that, notwithstanding any such Delegation of Authority as aforesaid, it shall still be com. petent to Her Majesty in Council, in manner aforesaid, to exercise all the Powers and Autho. rities so vested as aforesaid in Her Majesty in Council: Provided also, that all such Letters Patent shall be laid before both Houses of the Imperial Parliament as soon as conveniently may be after the making and Enactment thereof respectively.
17. In case Her Majesty shall, at any Time after the Commencement of this Act, by any such Letters Patent as aforesaid, not being ex- pressly limited in their Duration nor expressly made revocable at Her Majesty's Pleasure, esta- blish in any Crown Colony a Legislative Body, and shall provide that Two Thirds or more of the Members of such Legislative Body shall be elected by the Inhabitants of the said Possession, or any of them, and in case such Legislative Body shall
be accordingly convened and meet for the Trans- action of Business, then and in such Case the Powers conferred upon Her Majesty by the Two last preceding Sections of this Act shall from
