IN the Minute upon Colonial Policy which I lately trans mitted to each of my colleagues, I purposely avoided more than

a cursory reference to the important subjects of Transportation and Emigration, which, in consequence of the great interest attached to them, I thought it better to reserve for separate and more particular consideration. I now transmit papers upon these subjects, which have been drawn up at my desire by Mr. Elliot, the Assistant Under Secretary of State, who has the principal charge in this department of all matters relating to Transportation, and by Mr. Murdoch, the Chairman of the Emigration Commission. These documents will I think be found to contain information of great interest and importance.
