sibility, at an early period to submit to Parliament, measures supported by official documents, by which the system of transportation may be upheld, and may be made conducive (as, under proper arrangements I think it may) to the reformation of the convicts as well as the relief of the mother country, The present state is fraught with danger to every interest, and with ruin to the colony which is the subject of the experiment.
