the Governor of Hong Kong covering the report which he had received from Mr. Bruce of the result of the survey for the Kowloon-Canton Railway, and we note that His Excellency has decided to adopt Route No. 1, namely, the low level eastern

route.

We should have communicated with you on the subject before but have been awaiting the receipt of the plans which Mr. Bruce stated were being sent by the same mail as his letter of 21st October (received on the 18th ultimo) but which are not yet to hand.

On the receipt of the plans we will communicate with you further.

December 15, 1905. WITH further reference to your letter of the 30th November last and our acknowledgment thereof, dated the 1st December, we have the honour to inform you that we have only this week received the plans of the survey of the British section of the Kowloon-Canton Railway, referred to by Mr. J. C. Bruce in his report to His Excellency the Governor of Hong Kong, dated Kowloon the 20th October, 1905.

We are now going into Mr. Bruce's plans and estimates in detail and will report fully to you on the subject as early as possible.

In the meantime we may say that we note with satisfaction that Mr. Bruce's general recommendations have been accepted by His Excellency and that we entirely agree with the proposal to adopt the eastern low-level route.

There are several details in connection with the estimates on which we will address you further as soon as possible.

Since the repurchase of the Hankow-Canton Railway Concession, all work thereon has been stopped. The American engineere have been discharged, and the Viceroy has himself taken over the Samshui branch line, and it is being run and managed by special officers appointed by Chang Chih Tung.

With regard to the Canton-Kowloon Railway, the Viceroy has several times written to the multi-millionaire, Chang Chien hsun, asking him to try and raise funds for constructing this line, so as to forestall the foreigners. Chang has agreed, and

is now in the Straits Settlements in pursuit of this object.

The projected railways from Canton to Whampoa, and from Canton viâ Swatow and Amoy to Foochow have both been abandoned.

I AM directed by Secretary Sir E. Grey to inform you that a despatch has been received at the Colonial Office from the Governor of Hong Kong on the subject of the railway from Canton to Kowloon.

Sir M. Nathan states that the Viceroys of Canton and Wuchang both object to the amount of £2,000,000, which the Agent of the British and Chinese Corporation, Mr. Ross, proposed to enter in the blank space of Article 1 of the Loan Agreement.
