I received your telegram, No. 4, since sending mine of this morning. I accept the alterations in the Loan Agreement, and as soon as I hear that it has been signed I will telegraph to the Secretary of State for the Colonies, who will telegraph the payment to New York.-NATHAN.

Please inform the Viceroy of this.

I cannot telegraph as requested by you to Hong Kong until you inform me that the Loan Agreement has been concluded.-SEAL.

LXIX.

HIS BRITANNIC MAJESTY'S CONSUL-GENERAL, Hankow, to GOVERNOR, Hong Kong. (Despatched 12.2 a.m., September 7, 1905: Received 9.40 a.m., September 7, 1905.) No. 5. With reference to your telegram of to-day. As the reply was delayed the Viceroy borrowed to-day from the Hong Kong and Shanghai Bank for a month the amount mentioned in my telegram, September 3rd, and it was remitted this afternoon to New York.

May I, if necessary, alter Article 7 of the Resumption Loan Agreement so as to secure the repayment of this sum to the Hong Kong and Shanghai Bank!

I have repeated this to His Britannic Majesty's Minister at Peking-FRABER.

LXX.

GOVERNOR, Hong Kong, to HIS BRITANNIC Majesty's Consul-GENERAL, Hankow. (Dated September 7, 1905.)

Your telegram, No. 5. I suggest a collateral agreement between us and the Viceroy for the repayment of the loan, which should incorporate or refer to Article 7 of the Loan Redemption Agreement.

Please let me know, as soon as possible, when, where, and to whom the Crown Agents should remit amount after the Loan Redemption Agreement has been signed.

I have repeated this to His Britannic Majesty's Minister, Peking.-NATHAN.

HIS BRITANNIC MAJESTY'S MINISTER, Peking, to GOVERNOR, Hong Kong. (Despatched 4.7 p.m., September 6, 1905: Received 3.30 a.m., September 7, 1905.)

No. 13. I have sent the following to the Consul-General at Hankow to-day :- "With reference to your telegrams, Nos. 53 and 54.

"I have received a telegram from the Viceroy to-day quoting the text of the Imperial Decree of the 15th of August, and stating that he has telegraphed urgently to the Chinese Foreign Office to inform me, and asking me in the meantime to urge Hong Kong to remit the money. This morning Mr. Hillier showed me the following telegram sent yesterday by the Hong Kong and Shanghai Bank at Hankow to the Manager at Shanghai-

"The Viceroy will accept a loan for three millions or one and a-half million taels at 6 per cent. against telegraph transfers by Government, Bank order bearing the official seal of the Viceroy. In the opinion of the British Consul the security is satisfactory. Do you agree? Reply is urgently wanted; we must remit to- morrow."

I took this to be a loan to pay the first instalment of the redemption to the Hankow concessionaires, and on my saying the operation was one which the Hong Kong and Shanghai Bank could conveniently undertake, Hillier said he would tele- graph urgently to that effect to the Shanghai manager.

I have just received a telegram from His Britannic Majesty's Consul-General at Hankow to the effect that, owing to delay in the reply from Hong Kong, the Viceroy borrowed the amount of the first instalment yesterday from the Hong Kong and Shanghai Bank, for one month, and remitted the money to New York. delay was due to abnormally slow telegraphic communication. I am now communi cating with the Consul-General regarding the repayment to the Hong Kong and Shanghai Bank, and I will let you know the result as soon as possible.-NATHAN.
