We think that the time required to make the necessary surveys and to prepare the drawings, quantities, and estimates to enable us to make our report will be about a year from the date of the departure of our surveying party from England and upon this estimate of time our figures are based.
We are taking steps to secure the despatch of our staff at an early date after hearing from you.
We shall be glad to know that you approve the estimate of expenditure.

WITH reference to your letter of the 22nd instant respecting the proposed Canton-Kowloon Railway, I am directed by Mr. Secretary Lyttelton to transmit to you, for your information and guidance, a copy of telegraphic correspondencet with the Governor of Hong Kong on the subject.
Mr. Lyttelton is not aware whether the estimate forwarded in your letter pro- vides for a more detailed survey of both routes than is contemplated by the Governor in the last part of his telegram, and you will doubtless give this point your considera- tion when completing arrangements with the Consulting Engineers.

Foreign Office, April 3, 1905.
I AM directed by the Marquess of Lansdowne to transmit to you herewith, to be laid before the Secretary of State for the Colonies, a copy of a telegram from the Hong Kong branch of the China Association, communicated to this Department on the 31st ultimo, stating that the Americans are endeavouring to secure a deep water port near Whampoa as the terminus for the Hankow Canton Railway.
I am to enquire whether Mr. Secretary Lyttelton has received any information tending to confirm the above-mentioned report.
I am at the same time to suggest that, should no such information have been received, a telegraphic enquiry should be addressed to the Governor of Hong Kong on the subject.
