Expresses opinion that the Hong Kong Ordinance, No. 12 of 1905, amending the General Loan and Inscribed Stock Ordinance (1893), is quite inadequate for the purpose for which it has been passed, and that an error in section 2 apparently renders it inoperative : submits views as to the relative ad- vantages of raising the stock by loan or debentures.

Reports that the Viceroy Ts'en had been instructed to open negotiations in regard to the Canton-Kowloon Railway but bad insisted upon the appoint- ment of Sheng as negotiator; he (Sir E. Satow) has objected to this, and the Viceroy will be instructed to negotiate or appoint a deputy.

Transinite further telegraphic corres- pondence, minutes of "Mr. Ross's meetings with the Viceroy's deputies, and a despatch from His Majesty's Consul-General, Canton, covering a letter from the Viceroy, on the sub- ject of the Loan Agreement and Joint Working Agreement, Canton-Kow- loon Railway.

Transmite copy of a despatch from Sir E. Batow enclosing translation from the "Shuntien Shih Pao" of 29th Novem- ber, 1905, reporting a conversation between M. Deloncle and the Wai Wu Pu on the subject of French enter- prise in China,

Submite documents showing that the Viceroy of Canton refuses to consider the draft final Agreement for the Canton-Kowloon line and demands the cancellation of the preliminary Agreement, and asks what stepe are being taken to protect their interesta.

Transmits report of the Consulting Engi- geers on the survey report and anti- mates submitted by Mr. Brace, on the British section of the Kowloon-Can- ton Railway, and oopy of correspond- ence as to gange, weight of rails, do.; requests authority to carry out the work in accordance with the recommendations made.

Acknowledges receipt of No. 204, and states that the Foreign Office is being communicated with on the subject.
