Satow stating that the Viceroy of Wachang has informed His Majesty's Congul-General at Hankow of the terms on which he is willing to re- ceive a tender from British capitalists for the construction of the Hupei sections of the Szechuan-Hankow and Hankow-Canton Railways, and that the details have been communicated to the representatives of the Chinese Central Railways in Peking.
