24. I have not yet received from the Resident-General the estimated annual increase in cost entailed by adopting the schemes now submitted, which include a number of new appointments. The Government would gain considerably in the amounts paid for leave pay and pensions, and also in the abolition of allowances, some of which (such as house allowance) have in certain cases counted for pension.

25. The number of offices dealt with by these schemes is not less than 400, and bearing that fact in mind, I trust that allowance may be made for possible incon- sistencies and shortcomings. In 1874 the revenue of the Colony was $1,458,872; that for 1900 was $5,263,000. In 1874 the revenue of the now Protected Malay States was roughly $600,000; while in 1900 it amounted to $15,870,174. country where development proceeds at this rate it is not easy to foresee requirements for even 12 months ahead, and it is possible, indeed probable that, if progress continues at the same rate, the present proposals may be somewhat out of date five years hence. I consider that it is of extreme importance (now that you have accepted sterling rates for the future) that we should have a sanctioned, Sterling Scheme as soon as possible. It will unquestionably be amended and improved as time goes on, and it is certain to require additions, but these are strong reasons why no time should be lost in making a foundation on which to work. I recommend the scheme now before you, not as free from blemishes, not even as the best which, perhaps, could be framed with more time and discussion, but as the result of an earnest effort to carry out what I believe to be your wishes, to give fair salaries and fair prospects to those on whom the responsi- bilities of administering and developing these States will hereafter depend, and to offer to intelligent and well educated young men of Great Britain such prospects as will induce them to regard the Government Service in Malaya as a prize worthy of their best efforts.
