Have written no despatch since June 21. Recommend £204 initial salary cadets, £300 passed cadets, £360 first appointment. I did not mean to convert cadets and recently joined officers at 3s. 4d.; even three shillings too high.

Your telegram of August 4,* and despatch of July 6.† After consultation with Egerton, adhere to previous decision £225 cadets. Passed cadets to be given £300 and after three years £350.

The salaries of all appointments usually held by Europeans in the Civil Service of these Colonies and States are undergoing revision, with a view to their being placed on a sterling basis; and it is intended that the salaries of all appointments to which the cadets who are selected this year may be promoted in the course of their official careers shall be fixed in sterling. No details of the actual salaries to be attached to these posts can as yet be given. The local currency of these Colonies and States being a silver dollar currency, these sterling rates will require to be converted into dollars for purposes of local payments. This conversion will, for convenience, be made at an annual rate based upon the average rate of exchange of the dollar in the preceding twelve months.

Paragraphs 11 and 12 of the printed paper of particulars relating to these ap- pointments will be rendered obsolete by this change, as the effect will be to fix the whole of cadets and officers' salaries in sterling, instead of only half; and the leave salary and pension of officers will, of course, be paid in sterling, and calcu- lated upon the sterling salaries attached to their posts.

A revised edition of the printed paper of particulars relating to these cadetships will be brought out shortly.

In the meantime, candidates desiring further information are asked to apply personally or by letter to the Eastern Department, Colonial Office.

Confidential. Referring to my despatch, No. 74, March 1.1 I have agreed to adoption of sterling salaries for all new appointments posts usually held by Europeans, Straits Settlements, Federated Malay States. Despatch follows by mail, giving all available information on principles to be adopted in fixing new sterling rates. Notice will be given to candidates for cadetships Hong-Kong that salary will be £225, passed cadets £300, after three years £350. Necessary to fix cadet rates at once, as examination now proceeding.

NOTICE TO CANDIDATES.

The Secretary of State for the Colonies has decided that all cadets who are appointed in future to the Civil Service of Hong Kong, the Straits Settlements, and the Federated Malay States shall receive salary at the rate of £225 a year, with free quarters.

As soon as cadets have passed the examination in language, law, &c., their salary will be raised to £300. Should any passed cadet remain without a perma- nent appointment as long as three years after passing his examination, he will receive a further increase of salary to £350 a year.

Downing Street, August 15, 1901. WITH reference to my despatch, No. 74, of the 1st March last,* I have the honour to enclose, for your consideration, copies of despatchest which I have addressed to the Officer Administering the Government of the Straits Settlements, relative to the payment of sterling salaries in future to the higher Government servants in that Colony, and the Federated Malay States, and to the increase of the exchange compensation allowance now paid to existing officers,

2. In my despatch above referred to, I informed you that if the change to sterling salaries was made in the case of the Straits Settlements and the Federated Malay States, it should be made also in the case of Hong-Kong on similar lines.

3. I shall, therefore, be glad if you will proceed with the preparation of the scheme of salaries for which I asked in the above despatch, and forward it to me at your convenience. In drawing up the scheme you will understand that it will apply only to officers entering the Service after the present date; and while you will naturally guide yourself by the existing scale of salaries, I do not wish to preclude the suggestion of any alterations in the present classification of posts which may seem desirable, and still less that the new sterling salary of an office should be taken in all cases to be simply the present exchange value of the salary together with the exchange compensation allowance.

4. Of the present members of the Government Service I would observe that in view of the fact that their salaries were raised as recently as 1st January, 1900, and in view of the heavy present and prospective charges upon the Hong-Kong revenues, I do not, as at present advised, consider that these officers should receive the same increase as that given to officers in the Straits Settlements and the Federated Malay States, viz., exchange compensation on the whole of their salarie's instead of half. It will be for you to consider whether any, and if so what, increase can reasonably be granted, having the strictest regard to the financial prospects of the Colony. In the meantime no expectation of immediate increases should be given, and least of all that any concession, if made, will be retrospective.
