Government House, Singapore, December 27, 1900. ADVERTING to paragraph 10 of your despatch, No. 353, of the 21st of November last,* which reads as follows:-

"10. As regards paragraph 5 of your despatch and paragraph 9 of the memorial in which it is stated that there are at present no fewer than 18 cadets without appointment, I have to observe that it seems to me that the number of cadets is altogether disproportionate to the number of substantive appointments in the service of the Colony; and I should be glad to know why it is thought necessary to keep the number of cadets so high."

I have the honour to enclose a statement showing how these eighteen cadets are at present employed. From this it will be seen that there are no Passed Cadets" un- employed, and the following appointments require to be filled as soon as qualified cadets can be spared:-

(1.) Superintendent of Education, Penang. The duties of this appointment are being temporarily performed by Mr. J. M. Kindersley, in addition to those of Collector of Land Revenue, Penang.

(2.) Vice-Consulate at Pulau Wei (if the Foreign Office requires).

(3.) District Officer at Christmas Island. Arrangements will be made for filling this as soon as the necessary buildings for occupation by this officer and his staff have been erected.

In addition to this the Hong Kong Government have asked for the services of two of our officers to be transferred to that Colony. Mr. Bailey was offered but fortunately for this Government was refused. I write "fortunately a very good examination, and his transfer would have increased the present difficulty as he has passed of finding officers to fill the places of those away on leave, temporary pension, or temporarily transferred (e.g., Mr. Gibbes) to Calcutta.

2. It must be remembered that in a rapidly growing Colony like the Straits Settlements, the addition to our revenue in 1901 is estimated to amount to over $1,500,000, or 32.18 per cent. on the estimate for 1900, new appointments have con- stantly to be created, and that these have to be filled in addition to the vacancies caused by officers on leave, the number of the latter must almost invariably exceed one- seventh of the whole service, or say, nine officers always absent on leave.

3. I have recently, in consequence of the dearth of qualified officers in the Federated Malay States, felt obliged to lend the services of Mr. McArthur to the Secretariat at Selangor.. Mr. McArthur will return to the Colony on the 15th January

next.

4. This year only one cadet has been appointed, but I already have fears that it would have been more prudent to have appointed a larger number, and I am of opinion that more will be required in 1901.
