believe will be fully endorsed by Dr. Patrick Manson. We ask that on this point an exhaustive inquiry may be ordered, with a view to the shortening of the term of compulsory service. We suggest that an officer should be permitted to retire after 23 years' resident service in the Straits.
11. In connection with the question of climate, we may state that few, if any, of the managing partners of commercial firms in the Straits, or the managers of bank- ing establishments, are over fifty years of age, and those who are over that age have spent a large portion of their lives in colder climates.
12. We also suggest for consideration that, in view of the circumstances to which attention is drawn in para. 5 above, suitable houses be built and let at reasonable rates of rent to Government officers.
13. Both the un-official members of the Legislative Council and the mercantile community generally have repeatedly expressed the view that the Civil Service is under- paid throughout, and requires re-classification on a more liberal scale.
