copy of a return showing the relative positions of Singapore and Hong Kong as businem centres, and a comparative statement of revenue and expenditure of both colonies, and considers that Hong Kong should pay the members of its Civil Service mlaries at least equal to those paid in Singapore and the Federated States.

Submits recommendations on the case

of officers who have been drawing Exchange compensation on allowances which it is claimed are in the nature of malary, and of officers who are en- titled to Exchange compensation on half their lary.

States, in reply to No. 39, that the two officers named should receive the local increase of 25 per cent. Instead of the increase recommended by the| Committee of the Legislative Council.

Points out that the concession granted to officers of the Hong Kong Govern- ment with respect to the compense- tion allowance in dependent upon the assent of the Legislative Council, and that the mame principles should be adopted in regard to the increased allowanowe to existing offloors, and the preparation of a sterling scheme for future applicants as have been laid down in the case of the Straits Settlements; hopes to receive in due course the scheme asked for in Nɔ, 82.
