Admiralty, December 7, 1900. WITH reference to your letter of the 14th November, No. 36038/1900, regard- ing the future administration of Wei-hai-wei, I am commanded by my Lords Com- missioners of the Admiralty to request you will inform Mr. Secretary Chamberlain that, so far as can be foreseen, they do not anticipate any difficulty in meeting such arrangements as may be decided upon between the Colonial Office and the War Office, provided that those arrangements do not infringe upon naval interests, the sphere of the duties of the Senior Naval Officer at Leu-kung-tau, or upon his responsi- bility to the Naval Commander-in-Chief.

2. My Lords would, however, suggest that, in the interests of the Navy, the following reservation should be made with regard to the port generally:

"The water area included within the lines hereinafter described shall be con- sidered as the man-of-war anchorage, and shall be solely under the jurisdiction of the Naval Authorities," viz.:-

A line from the eastern point of the Hu An Lok Rocks to Itau; thence in the direction of Flagstaff Point until the eastern point of Weigall Cove bears north "true"; thence to within a cable's length of the shore at that point; thence following the direction of the coast line and islands at a distance of one cable until Outer Island bears north by west; thence to Kwos Pu, the northern point of Leu Kung Tau; and then along the shore of Leu Kung Tau to the westward and southward to the eastern point of the Hu An Lok Rocks.

3. A chartt is attached on which this area is marked, but their Lordships would observe that it is given provisionally, as they have had no opportunity as yet of obtain- ing the opinion of the Commander-in-Chief on this matter.

4. With regard to the mainland, certain stone quarries are known to exist, and there may be others; but it is not known in this Department whether they are owned privately or by Her Majesty's Government. If, however, they belong to the Govern- ment, as works are contemplated which will require a quantity of building stone, my Lords propose that the Admiralty should be allowed the free use of the quarries.
