Draft Regulations placing Territory under British jurisdiction. Transmits copy of No. 28, and proposes to approve of the draft regulations, but to request Major-General Dor- ward to arrange with the Chinese Governor that a British Officer shall be present at the trial of any Chinese criminal given up to the Chinese authorities,
Military Arrangements. Requests, in reply to No. 35, that no further steps may be taken as regards the reduction of the Chinese Regi- ment antil Sir A. Dorward and the Governor of Hong Kong have been consulted in the matter.

Draft Legal Tender Ordinance. Concurs in the draft of a Wei-hai-Wei Legal Tender Ordinance, and points out that no provision is made as re- garda snbeidiary coinage.

September 26 Makes observations upon the proposals submitted in No. 46; asks that these may be reconsidered in connexion with No. 34, and a further report submitted.
September 26 Points out that the estimate of military and naval requirements upon which the Committee of Sites based their proposals must necessarily be modified by the decision as to future military arrangements at Wei-hai-Wei, and that although the Treasury might be asked to increase the grant in aid to carry out proposals in No. 46, they could not be asked to include a vote for the pur- pose in any supplementary estimate that may be proposed for 1901-02.

Chinese Jurisdiction in the walled city of Wei-hai-Wei. Transmits copy of No. 42, and enquires whether there is sufficient justifica- tion for requiring the comation of Chinese jurisdiction within the city; suggests as an alternative that the Chinese should remove the sergeant and replace him by a high grade military official, and that they should allot a sum to the expenses of the civil administration.
States that His Majesty's Government are precluded by the Convention of July 1, 1898, from ousting the local Chinese jurisdiction, and that His Majesty's Minister at Peking is being communicated with as to the ad- visability of opening negotiations for the surrender by arrangement with the Chinese Government, and trans- mits copy of the instructions sent to him.
Draft Legal Tender Ordinance. Transmits copies of correspondence relative to the proposal to make the British dollar legal tender at Wei-hai- Wei, and states that the Ordinance may be published subject to the con- ditions specified; requests views as to the supply of subsidiary coin to the Dependency.
Notifies that it has been decided that the Commisioner shall by Ordinance declare the British dollar legal tender at Wei-hai-Wei on equal terms with the Mexican dollar, subject to the consent of the Chinese authorities to steps being taken to ensure its free acceptance in the walled city of Wei-hai-Wei.
