Chief Secretary to Government, Federated Malay States, to advise generally as to the revision of General Order No. 101 and Appendix D relating thereto. The Committee consisted of Mr. E. S. Hose, British Resident, Negri Sembilan, Captain T. P. Coe, M.C., of the Federal Secretariat, and all the Heads of the Federal Departments, each Federal Head being a member of the Committee only in so far as his own department was concerned. The report of this Committee has been published as Federal Council Paper No. 36 of 1923; and enclose six copies of the report* for reference.
2. The report was considered at a Conference of Residents held on the 16th November, 1923, and certain modifications in the report were suggested. These modifications are printed on pages 47 and 48 of the Federal Council Paper. A new General Order has been approved, and will shortly be published.
3. The Committee devoted the greatest care to their task, and were loyally supported in the policy of decentralisation by the Heads of the Federal Departments concerned.
4. I would particularly refer to paragraph 2 of the report, in which the Com mittee reports that its main object in amending the General Order and the Appendix was to give effect to the policy of decentralisation, by giving the Resident the fullest control in State matters compatible with proper supervision and co-ordination of the department concerned by the Federal Head; and to paragraph 15 wherein the Committee shows that the Federal Head of Department will be the adviser of the Government, and that as such his advice will be at the disposal of each Resident in matters affecting any State exclusively, besides being at the call of the Chief Secretary in matters affecting the Federation generally.
5. A very important step has been taken in the direction of decentralisation, and the results will be watched with the greatest interest.

2. I have read with gratification of this important step towards decentralisation and the restoration of a greater measure of control to the State authorities.

3. This Enactment has been introduced as part of the policy of devolution in the Federated Malay States which was approved by your predecessor's despatch No. 74 of 10th March, 1923,* in reply to my despatch No. 46 of 30th January, 1923.†

It is hereby enacted by the Rulers of the Federated Malay States in Council as follows:

1. This Enactment may be cited as "The Chief Secretary to Government Short title (Dispensing Powers) Enactment, 1924," and shall come into force on the publication and com thereof in the Gazette.
