I APPROACH Your Honour with profound respect to lay the humble case of poor helpless Indian Musalmans in Ceylon, and His Majesty's faithful Indian subject in the Island, before Your Honour with a request to place their grievance before His Majesty the King, whom the Almighty God will save, and get a favourable reply at Your Honour's earliest convenience.
The Indian Musalmans in Ceylon will ever be grateful to His Majesty the King for having created two Indian Seats in the Ceylon Legislative Council to enable the Indians to place their needs before His Majesty's Government, during deserving cases, but they are extremely sorry for having not reserved one of the two Indian Seats to Indian Muhammadans, though the majority of Indians in Ceylon is Muhammadans. More than 75 per cent. Indians in Ceylon are Muhammadan traders who are doing their business in each and every town and village throughout the Colony including all Estates, and they are the suppliers of all necessary goods to His Majesty's Army, to His Majesty's Navy, and other officers of His Majesty's Government. The major portion of revenue collected from the Indians is from the Indian Muhammadans.
His Majesty The King has given equal right to Muhammadans in all Indian Legislative Councils and their Excellencies the Governors of respective Indian Governments have given favourable consideration to the needs of Muhammadans in every respect. The Secretary of State for India has divided the Legislative Councillorships of each Government proportionately among Muhammadans and Non-Muhammadans, and it will be Your Honour's duty to divide the Indian Seats equally among Muhammadans and Non-Muhammadans under the impression that His Majesty the King should give equal right to all communities without distinction of caste or creed so that no one may seek redress in the doors of Almighty God.
Under these circumstances I beg Your Honour to permit me to bring to Your Honour's notice that the Indian Musalmans in Ceylon will be much obliged for Your Honour's kindness if Your Honour be pleased to reserve one of the two Indian Seats to Indian Muhammadans as they have full assurance that His Majesty the King will favour them in every respect, considering the straitened circumstances under which they have been plunged. I am expecting Your Honour's favourable reply with an excuse for the trouble given.
I further beg to state that Your Honour will be pleased to instruct His Excellency the Governor to nominate the Indian Muhammadan member at present.

Dr. Bridger, new Principal Civil Medical Officer, will also be on leave.-MANNING.

16TH SEPTEMBER. The following ceased under Article No. 2 of the Royal Instruction dated 11th September, 1920, to be members of the Executive Council on 28th August last: Woods, Lochore, Kanagasabai, Fernando. All of these are
eligible for reappointment. The question of Kanagasabai's nomination must be deferred until the result of the elections is known. As to this a despatch follows.‡ I recommend the immediate appointment of the other three who are not candidates for the Legislative Council. Please reply as soon as possible by telegraph.— MANNING.

YOUR telegram of 4th September.§ His Majesty has been pleased to issue instructions for the appointment of Strachan, Macrae, Southorn, Akbar and Kindersley to be nominated Members of the Legislative Council. I think it would be desirable to issue instructions at the same time for the appointment of Stockdale and Bridger, leaving it to you to appoint Wait and Thornton to be Provisional Members during their absence under Clause 14 of the Order in Council. Do you agree!
