twenty-one years and over as enumerated at the Census of 1921 was 1,180,841, exclusive of the Military (435) and Shipping (3,851). It is evident, therefore, that the vast majority of adult males in this Island are under the present constitution of the Colony represented by the official and nominated sections of the Legislative Council. An increase of the electorate would not be prudent until the great mass of the local population had made such an advance in capacity for the exercise of political power as would render it safe to base the representation upon a franchise which would make the Legislative Council a really popular body. That time is still distant; and in the meanwhile to weaken further the official section relatively to the nominated and elected sections of the Legislative Council, as now constituted, would expose the Colony to the dangers of a representative government resting upon a very narrow basis.
