The Committee of the Jaffna Association unanimously accepts the scheme of allocation of Legislative Council seats adopted at a Conference of Minorities, held in Colombo on the 9th instant, providing for a Council of 45 members, composed of 12 officials, 3 nominated unofficials, 19 territorial members (of whom 13 in the seven Singhalese Provinces, and 6 in the two Tamil Provinces), and 11 elected communal members, including one Tamil member in the city of Colombo."

COMMITTEE all Ceylon Tamil Mahajane Sabhai unanimously accepts scheme of allocation Legislative Council seats. adopted at Conference of Minorities held in Colombo on 9th instant, providing for Council of 45 members, composed of 12 officials, 3 nominated unofficials, 19 territorial members, of whom 4 for Western Province, 2 for Central, 3 for Southern, 1 for North-Western, 1 for Sabaragamuwa, 1 for Uva, 1 for North Central, 4 for Northern, and 2 for Eastern; and 11 elected communal members, composed of 3 European members, 2 Burgher. 3 Mohammedan, 2 Indian, and 1 Tamil member in Colombo. In the opinion of this Committee this scheme is a reasonable and workable one, and must satisfy aspirations of all com- munities.-L. P. SPENCER. Secretary Tamil Mahajane Sabhai.

I have the honour to forward a Memorial from that body addressed to you.

As regards paragraph 2, it is incumbent upon me to point out that since the Memorial of 1909 (Appendix A) was written considerable modification of the views then held has taken place. For instance, in the Jaffna Memorial, dated 13 years ago, it is set out that "the unofficial and the official element be equalised." The position to-day is that the unofficial element is in the majority in the present Council, and the proposals under consideration would appear to indicate that it is held that the territorially elected members, who are stated to represent nine-tenths of the
