the Secretary of State has approved the appointment of a Committee to consider and report on the alloca- tion and distribution of seats in the Legislative Council.

States, with reference to No. 10, that there is no objection to the post- ponement of the publication of No. 17, or to the announcement as to the approval of the appointment of a Committee of the Legislative Chan- cil referred to in No. 11; no further steps will be taken pending discus- sion with the Attorney-General.

Acknowledges No. 9 and requests that the Ceylon National Congress be informed that their Memorial will receive due consideration,

Acknowledges No. 8 and requests that the signatories to the Memontsum enolomed in the above be informed that their views will receive careful consideration; states that it is not proposed to form any final opinion on the subject of the territorial dis tribution of seats in the Legislative Council pending the discussion of the matter by the Committee of the Council which it is proposed to ap- point; requests views on the pro- posed creation of a communal seat for the Tamils in the Western Pro- vince and asks to be furnished with a return giving, particules of thes number of registered voters in each Province of Ceylon.

Reporte that the statement made by the Ceylon National Congress as to the intense feeling in the Colony against the Committee of the Legis. lative Council for the allocation and distribution of seats for the territorial electorates is entirely untrue; the Committee is now sitting and will report shortly.

Considers that the action of the seven Singhalese elected members in de- clining to serve on the Allocation Committee is unreasonable and un-

warranted.
