Ceylon National Congress, Colombo, 23rd December, 1919.

In continuation of my letter of the 16th instant, I have the honour to submit for your favourable consideration the following resolution passed by the Ceylon National Congress on the 12th instant, together with the speech in which it was moved by Mr. James Peiris, B.A., L.L.M., Cantab, J.P. :——

"This Congress is of opinion that the present system of taxation is unsatisfactory and its incidence inequitable, and urges on the Government the appointment of a Commission to undertake a comprehensive revision of the taxation with a view to lighten the burden that falls heavily on the masses."

I beg that Your Lordship will be pleased to give directions for the appointment of such a Commission, and to secure that it does not prove abortive as did the Com mission appointed during the administration of Sir West Ridgeway.
