I am of opinion that in terms of Colonial Regulation 182, the Governor's assent may properly be given to this Ordinance.

The Committee report on an Ordinance to provide for the introduction of an excise system was next considered.

The Honourable the COLONIAL SECRETARY: I move that Council go into Com- mittee. Agreed.

The Honourable the COLONIAL SECRETARY said: I rise to bring up the report of the Select Committee of the Legislative Council appointed to consider and report upon an Ordinance to provide for the introduction of an excise system, and I move the adoption of that report. At the same time there are one or two amendments made subsequently to the sitting of that Committee which I should like to propose to the Council to-day. The Honourable Mr. RAMANATHAN was observed to make several journeys to the Colonial Secretary during the consideration of the first few clauses.

The various sections up to 14 were considered without any dissent from any member.

On Section 14, which says no hemp plant shall be cultivated or collected, the Committee have inserted the words coca plant.

The Honourable Mr. ROSLING said the coca plant was not suggested with the idea of raising revenue or for excise purposes, but they understood Government had in view the possibilities of the regulation of the traffic in cocaine, and they thought the cultivation of coca should be brought under regulation.

Sir HUGH CLIFFORD said this was the understanding of the Committee.

Mr. Ramanathan objects to " Prayer."
