Except when it is otherwise expressly provided by this Ordinance, the Assistant Guernment Agent of a district shall exercise within his district all the powers of a Government Agent, subject to the direction and control of the Govern burnt Agent of the Province.
པོ་ No action shall lie against the Government of Ceylon or against any excise officer for damages in any civil court for any act bonâ fide done or ordered to be done in pursuance of this Ordinance, or of any law for the time being in force relating to excise revenue; and all prosecutions of any exeise officer, and all actions which may be lawfully brought against the Government of Ceylon or against any excise officer, in respect of anything done in pursuance of this Ordinance, shall be instituted within six months from the date of the act complained of and not afterwards.

Excise Ordinance.
The Honourable the COLONIAL SECRETARY:-I rise, Sir, to move the second reading of An Ordinance to provide for the Introduction of an Excise System"; and I feel, Sir, that in doing this I am performing certainly the most onerous, and no less certainly the most responsible, task that has fallen to my lot during the five years that it has been my privilege to reside in this Colony as one of its public The matter which we are about to consider is one which is calculated to have very widespread effects not only on the present, but even more upon future, generations in this Colony, and the responsibility which rests upon us is an exceedingly heavy one. I would ask Honourable Members, Sir, to approach this question with an absolutely open mind. I would remind them that this is the first occasion upon which the definite policy of this Government has been propounded to this Council for its consideration, and I would urge them to thrust from their recollections as far as possible all discussions upon obscuring issues which have been poured forth from so many quarters during the last few months.
