Transmits copies of a Memorial ad-
dressed to the Secretary of State by, the Law County Products Association of Ceylon respecting the new Excise system; subunits a detailed analysts of the various points therein, together with a copy of a report by the Excise Commissioner.
Requests, in reply to No. 3, that the
Association may be informed that : the Secretary of State is satisfied that they are under a misapprehension as to the facts on which their objections to the Government's policy are based and that he is unable to accept their suggestion that the Advisory Com mittees shonbl be given full licensing powers, or, at present, to consider the question of an enquiry into the Excise system.

Forwards copy of a Memorial of a Com- mittee appointed at a public meeting to protest against the Ordinaner, arol submitsobservations on the statements made in the Memorial.
Replies to No. 2; urges that powers of purely advisory character only should be granted to the local com- mittees.
Requests that the signatories to the memorial transmitted in No. 3 may be informed that the proposals of the Government have been Ceylon accepted as being likely to effect a of material reduction in the nee intoxicants, and the policy cannot be reversed; adding that local opinion will be consulted in the licensing of establishment of taverus by the Advisory Boards.
Informs him that it has been decided that the local boards to be appointed in connexion with the licensing of taverns should possess in the first instance merely advisory powers, and requests that the Executive Council be comnited as to the manner in which the Boards should be con- stituted.
Forwards with comments a copy of a statement by the Excise Memorial
of in support
their Committee memorial transmitted in No. 3, and official reports thereon.
