Downing Street, 2 July, 1907 Wrrn reference to your letters of the 6th of May and of the 26th ultimo,* I am directed by the Earl of Elgin to transmit to you the accompanying copy of a despatchi from the Governor of the Straits Settlements, from which the Army Council will see that the Colonial Government have independently arrived at the conclusion that the sum of $207.046 is due to the Straits Settlements from Army Funds in respect of the military contribution for the years 1904 and 1905, and that as regards contributions for future years the procedure recommended by the Army Council will be followed
2 Subject to any further observations which the Army Council may wish to offer, a copy of your letter of the 26th of June will be communicated to the Governor and he will be informed that the sum of £24.155 7 4d. will be paid to Colonial Funds in the Colony.

WITH reference to your letter of May 6th,* I am directed by the Earl of Elgin to forward to you, to be laid before the Army Council, a copy of a despatchf from the Governor of the Straits Settlements with regard to the cost of the garrison of Singapore for the years 1905 and 1906.
2 In your letter of June 3rd; it was pointed out that it was impossible to supply figures of expenditure in respect of calendar years, but I am to enquire whether the Army Council are willing to supply the details asked for by the tiovernor in respect of the last two financial years, certified as suggested.

Government House, Singapore, 13th June, 1907. WITH reference to your Lordship's despatch of the 10th ultimo, No. 138, I have the honour to request that the War Office may be asked to supply, as early as possible, a return similar, but in greater detail, to the Statement A enclosed in War Office letter of the 6th ultimo§ for the calendar years 1905 and 1906, audited by the Comptroller and Auditor-General.

There has been a considerable amount of criticism in the local papers on the subject of the military contribution, and I shall be glad if the return I ask for may show the amount expended on each item; it will be observed that the statement forwarded by your despatch, No. 138, of the 10th of May, 1907.‡ gives the expendi-

War Office, London, S.W., 29th July, 1907. I AM commanded by the Army Council to acknowledge the receipt of Colonial Office letter, No. 24013/1907, § received on the 15th instant, covering a despatch from the Governor of the Straits Settlements regarding the cost of the garrison of Singapore.
With regard to paragraph 2 of Sir John Anderson's despatch, I am to explain that the statement enclosed in this Office letter of the 6th May last* gives the expenditure under each Army vote separately, and that the term " etcetera," where employed, is used only as an abbreviation of the title of the vote concerned.
To give separate figures for each item under the several votes would involve increased clerical labour out of proportion to any good likely to result from such an expansion of the statement.
With reference to the Governor's request that the statement may be certified by the Comptroller and Auditor-General, I am to state that the Council are not prepared to admit the necessity for any such confirmation of the figures officially furnished by a Department of His Majesty's Government.
