I HAVE the honour to acknowledge the receipt of your despatch, No. 269, of the 21st ultimo,* transmitting copy of correspondence between the Colonial Office and the War Office regarding the calculation of the amount of revenue assessable to military contribution.

2. As to paragraph 2 of the War Office letter of the 15th ultimo, on which you desire me to report. I have to state that the gross receipts of the Currency Note Reimbursements of the cost of Issue were not deducted from the total revenue.
The profit on the Currency Note Issue will be found under working were deducted. the heading Interest," and the sum there shown is included in the gross revenue.
3. As a matter of fact there are no net profits on the Currency Note Issue, inasmuch as the deficiency in investments due to the forced appreciation of the dollar far exceeds the dividends received, and has to be made good to the Currency Commissioners out of the funds of the Colony, not as an advance but as a final payment.

5. Paragraph 18 of the same despatch relates to the question raised in your despatch, No. 419, of September 28th, of including the revenue from Christmas Island in the revenue on which the military contribution is based.
The delay in answering your previous despatch was due to the necessity of consulting the War Office and Treasury. Those Departments have now expressed their concurrence in your proposal that only the net revenue from this source should be taken into account, with the proviso that the arrangement is to be reconsidered should it be found expedient in the future to maintain a garrison on the island.

I HAVE the honour to acknowledge the receipt of your despatch, No. 446, of the 24th of Octobert regarding the omission of profits on the Note Issue from the statement of the Straits Settlements revenue assessable to military contribution for the year 1904.
As the receipts from investments were not deducted from the gross revenue, the return is in effect correct, but as regards its form I would draw your attention to my despatch, No. 88 of the 8th of April, 1904. in which, for the reason stated, I requested that, in the return furnished for the War Office, the receipts from the Note Issue might be deducted from the gross revenue and that the net receipts might then be added.
