War Office, London, S. W., 15th September, 1905. In reply to your letter of the 8th instant, No. 30986/05,* I am commanded by the Army Council to acquaint you that they have no objection to the adoption of the proposal of the Governor of the Straits Settlements that refunds of revenue, made after the accounts for the year have been closed, should be deducted when calculating the amount of revenue which is assessable to military contribution.
The Army Council would be glad to be informed in due course of the explanation furnished by the Governor as to the omission from the statement of contribution for 1904 of any reference to the net profits on the Curency Note Issue when received.

Downing Street, 8 September, 1905: WITH reference to the letter from this Department of August 19th¶ and to previous correspondence. I am directed by Mr. Secretary Lyttelton to forward to you, to be laid before the Army Council, a copy of a despatch** from the Governor of the Straits Settlements with regard to the calculation of the military contribution From that Colony
2. Mr. Lyttelton presumes that the Army Council will have no objection to the adoption of the Governor's suggestion with regard to the deduction from the revenue of any year of refunds of revenue made after the accounts of the year have been closed.
3. In writing to the Governor, Mr. Lyttelton proposes to ask for an explanation of the omission from the statement of contribution for the year 1904 of any reference to net profits on the Currency Note Issue.

WITH reference to your Confidential despatch of the 13th of February last,† and my Confidential despatch of the 3rd ultimo, I have the honour to transmit to you, for your information, the enclosed copy of a letters from the War Office respecting the defence of Trincomali in time of war.
2. It has been decided that in future the half battalion of British infantry which forms part of the North China garrison will be taken from Ceylon, and not, as hitherto, from Hong Kong. The Ceylon infantry garrison will thus be reduced
to a half battalion-the other half being stationed in North China.
3. You have already learnt from my despatch, No. 293, of the 18th ultimo,||
of the intended withdrawal of the Royal Garrison Artillery, No. 92 Company, and
the disbandment of the native Royal Garrison Artillery at Trincomali
4. The revision of the Defence Scheme might now be proceeded with on the above basis.
