providing furniture is introduced, the wishes of the minority must give way to the interests of their colleagues, and an officer who occupies Government quarters must be required to take over the Government furniture, whether he wishes it or not the alternative being to find quarters for himself.

36. The foregoing observations relate to the Cadet service only. I had no authority to investigate matters affecting other branches of the Government service, and, in any case, the time at my disposal would have been insufficient to enable me to do so. It is possible to all branches clearly desirable that general principles should be applied as far as

of the service, and, therefore, it would be well to extend the system of duty allowances to all departments, either at once or as convenient opportunities occur, and, if the rules as to the leave of Cadet officers are altered in the manner which I have suggested, the new arrangement should be introduced throughout the service. In many respects, however, other departments stand on quite a different footing from the Cadet service, and a good deal of what I have said as to salaries, &c., does not apply; the rates of pay in these departments can be, and should be, determined by considerations of supply and demand, which are practically non-existent in the case of the Cadet service.
