That the allowance of Rs 300 now paid to Mr. Leels be abolished.
DISPENSARIES
12th. That the post of Dispenser and Servant, Western Suburb Dispensary, Port Louis, be abolished (see No. 7).
13th. That the Government Medical Officer of Black River should also be Dispensary Medica! Odicer. Petite Rivière and Case Novale, with refund of travel ling expenses to those places.
BUILDING ACT SECTION.
14th. That the Government Engineer and Architect be replaced as soon as practicable by the Sanitary Engineer, the duties of the two offices being combined.
15th. That the two posts of Building Inspector and that of 6th Class Clerk be abolished the work being done by the Sanitary Inspectors under the supervision of the Sanitary Warden.

QUARANTINE. (Flat Island.)
That the salary of the Steward and Accountant be reduced to Rs. 1,500. That the post of Foreman be abolished.
That the post of Boatswain's Mate be abolished. That the posts of four Lascars be abolished.
That the post of Indian Forester be abolished.
That two labourers be appointed.
That the rations to the Foreman, Boatswain's Mate, and Lascars be suppressed. That rations be provided for one labourer.

20th. That the post of Additional Assistant Sanitary Warden for Plaines Wilhems be abolished as soon as practicable, and that the functions of that officer be divided amongst the Sanitary Wardens.

The Director of the Medical and Health Department undertook to carry out the suggestions made, as soon as practicable, and in any case to effect a further saving of Rs. 30,000 on the total vote if existing conditions remain unaltered.
MISCELLANEOUS.
22nd. That the subsidy to the Port Louis Theatre, the Mauritius Turf Club, and the Mahebourg Yacht Club be suppressed.
GOVERNOR.
23rd.* That on next vacancy the Governor's salary be reduced to Rs. 50,000 annually.
RAILWAYS.
24th. That certain trains be suppressed as recommended by the General Manager (Annexure XVI.).
MILITARY EXPENDITURE.
25th.* That, as a measure of relief to the Colony in its present. depressed financial condition, the Colony be exempted for a period of three years from the payment of military contribution.
EDUCATION.
26th. That the expenditure of the Public Instruction Department, which now stands at too high a figure, be reduced, and that a scheme be devised by the Govern- ment which will bring it to a figure compatible with economy and efficiency.
REVENUE.
27th. That the tax on motor cars be increased and a tax be levied on cycles.

THE SECRETARY OF STATE to THE ACTING GOVERNOR. (Sent 1.40 p.m., 8 February, 1909.) TELEGRAM.
Your telegrams of 2nd February and 3rd February. I accept in principle proposal for a Royal Commission. Precise nature of terms of reference will, of course, be matter for His Majesty's Government, who will give early attention to this and to selection of Commissioners. Question of incidence of cost will receive careful consideration, but you are aware that this is usually borne by Colony concerned, and I cannot give pledge that different course will be adopted on this occasion.-CREWE.
