Port Louis, 20 November, 1907. I HAVE the honour to state, for the information of His Excellency the Governor, that the correspondence on the subject of the loan to planters which was laid on the table of the Council of Government yesterday formed the subject of a special meeting of the Chamber to day, and I am requested to forward to His Excellency the terms of the following motion, which was unanimously carried,
viz. :-
"That the Chamber has considered with much interest the correspon- dence which has passed between His Excellency the Governor and the Right Honourable the Secretary of State, and highly appreciates the prompt action he has taken in the matter and the valuable support he has given to the question.
"The Chamber expresses the hope that he will continue to use every effort to bring before the Secretary of State the urgent necessity of granting the assistance asked for, and so avert what will prove to be a serious disaster not only to the sugar industry but to the commerce and trade of the Island." 2. I beg that you will be so good as to convey also to His Excellency my own personal thanks for the kind consideration he has given to the Chamber's repre- sentations.

La Chambre appréciant hautement les efforts déjà faits par le Gouverneur rela- tivement à la demande qu'elle lui a adressée le 8 courant, prend la liberté, en présence des dernières dépêches du Secrétaire d'Etat, communiquées hier au Conseil de prier instamment Son Excellence de persévérer dans ses efforts pour conjurer la crise excessivement grave et aigue dont toute la Colonie et le Gouvernement lui-même ressentent déjà les premiers effets.
La Chambre se permet de faire observer que le prêt demandé n'aidera pas seulement une certaine classe de la communauté, mais sera une assistance précieuse à toute la Colonie, dont la prospérité dépend entiérement de l'Agriculture.”

I HAVE the honour to acknowledge the receipt of your telegram of the 26th of November in reply to my message of the 23rd of that month, with reference to the proposed loan for the purpose of assisting sugar planters in the cultivation of their 2. In previous telegrams on this subject, and in the despatches noted in the margin,t I have endeavoured to supply as fully No. 400, 12 November, 1907,

asked for in your telegram of the 2nd, and to which reference was made in your subsequent messages of the 15th and 26th of November;§ but as already indicated, I have found it impossible to furnish particulars with regard to the financial position of those whom it is proposed to assist. These particulars, as I have stated in my previous communications, would only be forthcoming when power to institute enquiries has been created by Ordinance; and I feel assured that any investigation attempted in the absence of such power would give no reliable result, even if it was not met with a distinct refusal to furnish the information sought.
3. With regard to the use to be made of the advances, I can only repeat that every care would be taken to ensure their proper application, namely, to the cultiva- tion and work on the sugar estates; and I am not aware of a desire or intention on the part of those who are asking for the assistance and who are urging that it should be granted to divert its application to any less regular, or improper, purposes.
4. If, however, the information contained in my previously written communi- cations is found to be insufficient, and if your Lordship, upon receipt of them, is of opinion that further and fuller explanations are necessary and can be obtained locally, I would ask that I may be so instructed by telegraph, and that I may be informed specifically of the particulars required.
