Reports that Mr. Leclézio has postponed his motion for a month; that the statement indicated in No. 6 has been made, and that a loan is argently required to avert serious financial difficulties, and advocates the tempo- rary advance by the Imperial Govern- ment of the amount mentioned.
States that the Secretary of State-is-
willing to await the full explanation asked for, but cannot hold out hope that the proposal of the Governor will be agreed to, and adds that Imperial assistance is out of the question.
Telegram (Reo. Nov. 16.) States the amount of indebtedness of
planters and others to Government; kaks permission to give the purport of telegrams on the subject since 29th October, and adds that, in his opinion, a stronger case has been made out for the granting of a loan now than that which warranted the loan of 1902.
Telegram November 18 States that the purport of telegrams referred to in No. Îl may be given to Council of Government.
Telegram (Rec. Nov. 23) States that he has again received from the Council of Government strong representations as to the urgent neces- sity of a loan: expresses an earnest hope that the course proposed may be followed.

Confirms his telegrams and submits further arguments in favour of the exceptional measures proposed.
Forwarda copies of further Corres- pondence and figures showing that a deficit of between Rs. 600,000 and Rs. 700,000 on the 'tranmotions of 1907-08 may be apprehended, and again expresses an earnest hope that the assistance asked for will be afforded.
Acknowledges the receipt of No. 14 and states that he has found it imposible to furnish particulars of the financial position of those whom it is proposed to assist, but that every care would be taken to ensure the proper applios- tion of the loans.
