Treasury Chambers, 30th May, 1903. ADVERTING to the letter from this Department of the 20th ultimo,* I am directed by the Lords Commissioners of His Majesty's Treasury to transmit, to be laid before the Secretary of State for the Colonies, the enclosed draft of an Order in Councilf to provide for the coinage of a Straits Settlements dollar and for other purposes connected with the currency of that Colony.

With regard to the alternative forms of Clause 1 (2) in the draft, I am to state that my Lords preter the secont of these forms, as they think it desirable that the design of a coin which is intended to be legal tender to an unlimited extent, and ultimately to be the standard coin of the Colony should be specified in the Order. This course has also the advantage of placing publicly on record the official description of the design

Clause 2-Under Section 2 of the Order in Council of 2nd February, 1895, it is already open to the Governor by Proclamation to schedule any dollar which has been declared by the Treasury and the Secretary of State to be equivalent to the standard coin. But in the special circumstances of the proposed Straits dollar, my Lords have no objection to express provision being made by this clause, as proposed in the Colonial Office letter of the 15th ultimo.f

Clauses 3 and 4- These clauses are intended to give the powers necessary for carrying out hereafter the recommendation in paragraph 59 of the Committee's Report, first, by substituting the Straits dollar for the Mexican dollar as the standard coin, relegating the Mexican dollar to Schedule II. of the Order in Council of the 2nd February, 1895, and then by demonetising all the dollars included in that schedule. If and when these steps have been taken, it will probably be found convenient to follow them up by the issue of a further Order in Council consolidating and repealing the previous enactments.

Subject to any observations which Mr Chamberlain may desire to.offer, my Lords will be prepared, after receiving from the Master of the Mint the description of the impression to be inserted in Clause 1 (2), to cause the draft Order to be sub- mitted to His Majesty in Council.

I am to enclose a copy of a telegram* received from the Governor of the Straits Settlements, reporting the adoption of the Currency Committee's recommendations by the Legislative Council of the Colony and a copy of a lettert addressed by this Office to the Mint regarding the preparation of matrices, &c., for the new dollar.

I HAVE the honour to acknowledge the receipt of your telegram of the 30th ultimo, stating that the Legislative Council, with one dissentient, have adopted the recommendations of the Currency Committee, and adding that you may have suggestions as to some minor details.

I now transmit to you copies of correspondence with the Treasury, the India Office, and the Mint, regarding the Order in Council to provide for the coinage of the new dollar and for the currency changes connected therewith, and the pre- paration and despatch to India of the matrices, &c., for the execution of the coin.

You will observe that I have suggested direct communication between the Government of India and yourself as to the supply of silver. &c.

Treasury Chambers, 4th June, 1903. In reply to Mr. Lucas's letter of the 3rd instant (20024/03),§ I am directed by the Lords Commissioners of His Majesty's Treasury to transmit, to be laid before the Secretary of State for the Colonies, a copy of Clause 1, Sub-clause 2, of the draft Order in Council for the Straits Settlements coinage as amended by insertion of the description of the proposed dollar.

This sub-clause is being incorporated in the draft which accompanied the letter from this Department of the 30th ultimo, which will then be transmitted to the Privy Council Office to be laid before His Majesty in Council at the first opportunity.
