Requests that the views of Messrs.

Goldsmid Mocatta and

be may obtained as to the future of silver, in connection with the question of a fixed exchange with gold; considers that the present outlook favours fixing the point at 28. 6d. rather than at 2. Conveys their views on the future of

silver.

Submits the Currency Note Amendment Bill, which, if the Secretary of State concurs, he proposes to introduce into Legislative Council for the purpose of carrying ont suggestions in No. 58.

States, in reply to No. 71, the meaning which it was intended should be con- veyed by Nos. 57, 58, and 62, and directs that the amendment of the Ordinance should take the form now given.

Transmite Order in Council temporarily exempting British North Borneo, Labuan, and Sarawak, from the pro- hibition of the importation into the Colony of the British and Mexican dollars, and reports circumstances under which the Order became neces- Bary.

Reports that of the sum of $547,464.99, the net amount of the depreciation of the necurities of the Commissioners of Currency at the last audit, $400,000 has already been repaid from revenue; remarks on the depreciation of the securities, and subinita a suggestion to amend the law in order to effect the cessation of any further payments from revenue for depreciation, and instead to increase the statutory annual payments to the Depreciation Fund.

Transmite copy of No. 74, suggests a preferable course as regards provision against depreciation.

Suggests that the present situation could be met by the addition of a proviso to Section 10 (3) of the Ordinance to the effect that, if at any time the de- ficiency shown on the investment portion of the Guarantee Fund ex- ceeds the sum payable to the revenue under Section 8 (4)(c), the Secretary of State may conditionally dispense the Government for the time being from the obligation to pay over to the Guarantee Fund more than the amount received under Section 8 (4) (0).

Concurs in views expressed in No. 76; but observes that it will be desirable to provide that, so long as any de- ficiency exists, the whole of the profits from the Note Issue shall be paid to the Depreciation Fund.

Transmits the annual audited account of the Commissioners of Currency for year ending February 28, 1905, and awaite instructions.

Expresses opinion that the proviso sug- gested in No. 77 is not altogether consistent with that suggested by the Treasury, and moreover seems un- necessary.

Acknowledges No. 78, and refers to Secretary of State's despatch trans- mitting copies of Nos. 75, 76, and 77.

States reasons for preferring that any profits should be paid at once to the Depreciation Fund rather than to General Revenue to be then advanced against the deficiêncy; hopes Tressury will accept this course.

Submits Ordinance III. of 1905 entitled "An Ordinance further to amend ' The Currency Note Ordinance, 1899,' with Attorney-General's report thereon.
