Peking, October 16, 1906. WITH reference to my despatch, No. 390, of September 29th, I have the honour to enclose copy of a despatcht which I addressed to the Governor of Hong Kong on October 13th, on the subject of the Canton-Kowloon Railway negotiations. Since writing to Sir Matthew Nathan no formal meeting of the negotiators has taken place, His Excellency T'ong Shoa-Yi being busily occupied by the visit of His Imperial Highness Prince Fushimi and by extraordinary duties connected with the new system of education. The next meeting is fixed for October 18th.

Government House, Hong Kong, November 16, 1906. IN continuation of my secret despatch of the 2nd November, 1906, on the subject of negotiations for the completion of a loan agreement, and of a joint working agreement in connection with the proposed Canton-Kowloon Railway, I have the honour to enclose, for your information and record, a paraphrase of further telegraphic correspondence with your Lordship and His Britannic Majesty's Minister at Peking on this matter.
2. I have not yet received from Sir John Jordan a copy of the Final Loan Agreement as signed on the 10th of November, but anticipate that it only differs slightly from the draft forwarded to your Lordship in my despatch referred to above. 3. As soon as I have recovered from my recent accident, I intend to address His Britannic Majesty's Consul-General at Canton with a view to opening up negotia- tions for the joint working agreement as provided for in Article 18 of the draft Loan Agreement with the new Viceroy, Chou Fu, who passed through here on the 11th instant to take up his new post.
