WITH reference to your letter of the 23rd March, and to the reply from this Department of the 30th March,† respecting certain advances made to the Tanjong Pagar Dock Company at Singapore, I am directed by the Earl of Elgin to transmit to you, for your information, a copy of a despatch, with its enclosures, from the Officer Administering the Government of the Straits Settlements on the subject.

Tanjong Pagar Dock Company, Limited.
HAVING ascertained from Mr. Inglis that a copy of the notice enclosed in our letter to you of the 9th ultimo§ had not been communicated to Lord St. Aldwyn, we, after conference with our junior counsel, on the 30th instant addressed to Lord St. Aldwyn the letter of which we enclose you copy, to which letter we have appended Lord St. Aldwyn's reply of yesterday's date.
We have also to inform you that Messrs. Druces and Attlee, having offered to reconsider our amendments to the draft agreement for submission referred to in our letter to you of the 20th April, we have returned the draft to them upon the understanding that our so doing is without prejudice to our contention that an agreement for submission for value already exists and to the application we have made to Lord St. Aldwyn, Sir Edward Boyle, and Mr. Inglis to act upon such agreement.
We are to-day writing Mr. Inglis, forwarding him a copy of Lord St. Aldwyn's letter to us of yesterday's date, and requesting him to communicate further with Sir Edward Boyle in the hope that that gentleman will agree to act as Arbitrator with Mr. Inglis, with a view of a formal appointment being made by them of Lord St. Aldwyn as Umpire with respect to the question raised in the agreement for submission above referred to.
